General Privacy Policy of the Unified Websites Platform
Your privacy and data protection are very important to the administrator of the Unified Websites Platform. We assume that before providing your personal data, you have read this privacy policy, which requests your consent for the processing of your personal data, and that you agree to such processing.
The government promotes openness and transparency, which is why this privacy policy describes how and for what purposes personal data provided by you is processed on the Unified Websites Platform. Before processing personal data, the legality of data processing activities is assessed, and personal data is processed based on official authorizations and related legal obligations.
The purpose of the Unified Websites Platform privacy policy is to provide general information about the personal data processing activities organized and carried out by the State Chancellery, in accordance with the principles of personal data processing outlined in the European Parliament and Council Regulation (EU) 2016/679 of April 27, 2016, on the protection of natural persons with regard to the processing of personal data and the free movement of such data, which repeals Directive 95/46/EC (General Data Protection Regulation, hereinafter – GDPR).
The data controller for the Unified Websites Platform is the State Chancellery (VK). The data processors of the Unified Websites Platform are the institutions whose websites are hosted on the platform, the platform administrator – the State Digital Development Agency (VDAA), the web hosting service provider – the Ministry of the Interior Information Center (IeMIC), and the technical service provider – the Latvian State Radio and Television Center (LVRTC).
On the Unified Websites Platform, your personal data will be processed for the purpose of implementing the legal interests of state administration institutions, fulfilling obligations specified in regulations, executing contractual obligations, informing the public, and other pre-determined purposes.

The legal basis for processing personal data in relation to the services managed on the Unified Websites Platform is defined by the following regulations:

• Article 10 of the Public Administration Structure Law;
• Cabinet of Ministers Regulation No. 399 of July 4, 2017, “Order of Recording, Quality Control, and Provision of Public Administration Services”;
• Cabinet of Ministers Regulation No. 402 of July 4, 2017, “Regulations for Public Administration E-services”;
• Cabinet of Ministers Regulation No. 445 of July 14, 2020, “Procedure for Posting Information on the Internet by Institutions”.

Employees involved in the operation of the Unified Websites Platform process personal data only for the performance of their duties, on behalf of or within the authorization of institutions, in compliance with the internal documents of the institutions that establish basic principles for personal data processing and confidentiality requirements.
It is forbidden for an employee to process personal data obtained in the course of performing their duties for personal purposes, either for themselves or others. Data processors, when processing personal data in the course of their duties, minimize the risk that personal data might be accessed by unauthorized persons due to actions or negligence.
On the Unified Websites Platform, your personal data is processed in compliance with confidentiality requirements and with attention to the security of the data held by the platform. The data processors of the Unified Websites Platform implement various security measures to prevent unauthorized access to, disclosure of, or misuse of your data. Proper data processing, storage, and integrity are ensured, maintaining an appropriate level of security. Accordingly, reasonable and appropriate physical, technical, and administrative procedures and measures are in place to protect the collected and processed personal data. Security measures are continually improved in line with security requirements and applicable data protection principles to the extent necessary for data processing purposes.

Personal data protection is implemented using encryption tools, firewalls, and other solutions for detecting security breaches in data networks. Data processors of the Unified Websites Platform ensure data confidentiality and implement appropriate technical and organizational measures for protecting personal data against unauthorized access, illegal processing, disclosure, accidental loss, distribution, or destruction, in accordance with appropriate data protection procedures and to the extent necessary for data processing purposes. Data protection measures are constantly improved to maintain a high level of personal data protection.
Personal data protection principles apply to:

• Personal data processed in information technology infrastructure (servers, local computer networks, and software);
• Personal data transmitted over data transmission networks, if applicable;
• Information systems used for employment purposes, administered by institutions whose websites are hosted on the Unified Websites Platform;
• Electronic documents created, registered, and circulated that contain personal data.

You have the right to withdraw your consent (if it was requested and you provided it) for the collection, processing, and use of your personal data at any time. The data controller of the Unified Websites Platform will evaluate your request in accordance with its legal interests. If the personal data is no longer needed for the previously determined processing purposes, it will be deleted.
The controller of the Unified Websites Platform is responsible for the processing of personal data and ensures that measures are in place to prevent misuse, unauthorized disclosure, and alteration of personal data.
To improve communication in state administration, the data controller monitors the personal data received. These data, in aggregated form, may be used to create reports that may be distributed within the state administration. These reports are anonymized and do not contain personal data.
The Unified Websites Platform holds data on registered and public users’ access, usernames, information selection parameters, traffic data, and protocol IP access addresses. The platform uses cookies to gather information about visitors’ activities on the website, page views, sources, and time spent on the site. This information is collected to improve the user experience and aggregate visitor interests to ensure you receive the best possible service. Only the minimum amount of personal data necessary to achieve the purpose of processing is collected.
Your personal data on the websites will be stored only for as long as necessary for the purposes for which it was collected. Data processors on the Unified Websites Platform with access to this data have been trained to handle it in accordance with the applicable data security regulations.

Personal data is stored as long as there is a legal obligation to retain it. Once the retention period has ended, the data will be securely deleted or depersonalized so that it can no longer be linked to the data subject.
The personal data held by the Unified Websites Platform is considered restricted information and may only be disclosed to third parties in cases provided by regulations or in agreements concluded with partners, which include additional clauses regarding personal data processing.
